This is particularly useful because Fireball has relatively low base critical strike chance.

Eternal Youth redirects Energy Shield recharge toward life recovery. Since the character has a large Energy Shield pool and can maintain its recharge, this effectively provides continuous life recovery.

That creates a reliable trigger for Cast on Ward Break.
The build uses this mechanic to automatically activate important abilities such as its projectile buff, Sniper's Mark, Convocation, and Flame Golem.
