War Plans are now shared between all your characters. Previously, you had to level them up per character. Now, once maxed, your next character instantly starts with that progress — making leveling far more fun.
Exceptions: Hardcore doesn't share with non-hardcore; Eternal doesn't share with seasonal; Normal and Solo Self-Found are separate.

Iconic Mythics Stay Iconic
Blizzard scrapped plans to give iconic mythics as regular uniques. They remain their own rarity and drop randomly, keeping them special.

Blacksmith: Two chests — one random mythic unique, one random iconic unique.
Jeweler: Target craft for a specific slot with runes. These do not have the crafted tag.
Seals and Charms: Quality-of-Life Update
Reroll individual stats: Keep your perfect skill ranks and +1 charm slots while rerolling useless resistance into damage, crit damage, etc.
Roll affixes on specific charms: No more rerolling the whole set. Take a Phoba and roll it into a Foba with the skill ranks you want.
Resistance value increase: Single resistances go from 465 to 3,000. At 3,000, that's 5% more reduction. Resistance capping becomes far easier — fire on armor, lightning on pants, poison on helmet.

Class Changes
Barbarian: Nerfed but Still S-Tier
Core stat reduced, Ancient Barb heavily nerfed, damage reductions nearly everywhere. But Whirlwind Barbarian remains S-tier — Blizzard would have to cut off a limb and it would still whirl around doing massive damage.
Druid: Core Stat Scaler Added
Core stat scaler increases all damage. Flesh Render tornado damage goes from 40-50% to 135% — A++ tier. Old Mountain Set fixed: Fossilize and explode enemies with petrifying damage, working with Basilisk and Luran's Talisman. The explosion and crit stacking now function.
Necromancer: Three Huge Changes
Army of the Dead can now be stacked up to 5 times — more volatile skeletons tearing bosses apart. Unyielding Commander: 50% → 30% summon damage, but scales with skill ranks.
Corpse Explosion buffed: +70% base, +140% Miasma, +180% shrapnel — potential A+ build.
Darkness buffed: Soul Rift +30% darkness damage; Axumation glyph now has lucky hit chance to make corpses.

Paladin: Still at the Bottom
Core stat scaler helps, minor improvements to Holy Bow, Bless Shield, Spear of Heavens, Zeal. Shield of Retribution now scales thorns with skill ranks. But Paladin won't be number one — still at the very bottom.
Rogue: Still Dominating
Rain of Arrows, Barrage, Penetrating Shot — no nerfs, still fire. Only weak builds are getting lift-ups. Maybe new Flurry builds become viable.
Sorcerer: Big Scalar Changes
Deep Freeze now creates ice spikes. Ice Shards buffed. Meteor wholesale buffed: 180→240, 306→48, 45→88, 270→360%. Enchantment Master: matching elements deal 75% with their elements. Meteor might finally be viable.
Spiritborn: 600% Damage Bug Fixed
The Zig Rune bug giving 600% bonus damage is fixed. To offset: paragon boards, core skills, potency skills, and unique weapons buffed. Rocksplitter scales thorns with skill ranks. Payback hugely buffed. Paragon boards: 80→140, 60→100, etc. Reality: Losing 600% damage is massive — Spiritborn will feel weaker despite compensation.
Warlock: Ultra S-Tier (Even More Buffs)
Bombardment stronger, Dread Claws improved, Fiend of Abdon more useful. Metamorphosis: More dominance generation; Sin Demon version increases max Wrath and Dominance by 50%, deals 5% increased damage per demon summon (scales per rank — up to 8-10% with 30-40 ranks). Summoner Warlock even more powerful. Dynamism nerfed from 3% to 2.5% per dominance — not too sad.
Overall Game Buffs
Legendary drop rates increased in Torment 1-5 — no more rares until Torment 8.
All uniques can drop at level 1 in any difficulty.
Mythic uniques from Lair bosses now only from that boss's pool. Echo of Mephisto always drops a guaranteed mythic.
