November 13th — likely out because of "convention flu." If a large chunk of GGG staff are at ExileCon and then get sick the following week, staffing levels will be down. You don't want to launch your second-most-important release of the year in that window.
October 30th — likely out too. If the launch goes smoothly, fine. But if there are serious, league-destroying problems, the staff who'd normally put out those fires are busy preparing for ExileCon.
Here's a stronger argument: if the earliest GGG could have the product ready is October 30th, they should lock features, sign off on everything, and simply hold until November 20th. They will do better by waiting than by launching into a staffing crunch.
Step 6: Narrow It Down to Three Plausible Dates

GGG has been running a series of qualifiers for a high-profile Path of Exile 1 race taking place at ExileCon. These races get eyes back on Path of Exile 1 — not a massive amount, but enough that it's arguably the single best moment to drop an announcement.
Why? Because the semi-enfranchised and enfranchised parts of the PoE 1 player base will be watching. They'll then spread the news to all their friends who play the game but don't follow every piece of news.
