The real priority list for 3.3 starts with Velina and Remiel. If you do not own both, you are not pulling Phoenix first. Even once you have the support core, Phoenix only jumps up the list when your anomaly roster is thin. This guide breaks down every banner on 3.3, the W-engine order, the mindscape ceilings, and why saving pulls for 3.4 and a possible 3.5 collaboration is the smart default for F2P and low-spend accounts, especially before deciding whether to use a Zenless Zone Zero Top Up.
Phoenix: Strong, but Conditional
Phoenix is a well-built fire anomaly DPS. She is not a bad pull. The problem is opportunity cost.
If you do not already own Remiel or Velina, those two come first. Velina, expected on the 3.3 rerun, fits almost every anomaly team except Miyabi — and even Miyabi works if you have M2. She is the MVP of Season 3 anomaly play and appears in roughly 99% of anomaly teams. Remiel, whenever she reruns, is the same conversation. Pull those before Phoenix.
Once you own both supports, the question becomes: who is your third anomaly? Bernice, Jane, Alice, Promia and Grace all work cleanly with Remiel plus Velina. If you already field one of those, Phoenix drops in priority.
The most direct comparison is Phoenix vs Arya. With signature weapons and the Remiel-plus-Velina support stack, Phoenix sits around 729k DPS versus Arya's 640k — a 12 to 13% gap. That is not nothing, but it is also not transformative.
The element math tilts further against Phoenix. Fire content historically throws up more fire-resistance, and Bernice has already felt that squeeze. Ether, by contrast, is a friendly element with very little resistance in current content. If you already run Arya, Velina and Remiel, Phoenix becomes a fire-coverage bench piece you can fill with Bernice, Jane or Piper instead.
When Phoenix Actually Becomes Worth It
Phoenix jumps in value when your anomaly roster is thin. Two account shapes make her a real pull:
You have Velina and Remiel, but no limited S-rank anomaly DPS. If Piper is your only anomaly and you do not enjoy playing her, Phoenix becomes the actual carry you were missing.
You run Remiel plus Piper or Promia, with no fire anomaly. Ice has also been historically hard-resisted content. If Promia is your only anomaly teammate and you keep running into ice-resistant bosses, Phoenix gives you a clean swap.
Even in those cases, Phoenix is still a lower priority than Velina's W engine. If you own Velina but not her signature weapon, buy that first. It gives her personal damage, a 16 anomaly-proficiency team aura, and energy advanced stats — mileage that extends to nearly every anomaly team you will ever build.
Phoenix's own W engine is fine. It rolls an anomaly-mastery advanced stat that boosts team crit rate through her core passive, and her passive adds personal fire damage. But it is not a Velina-level universal pickup.
Velina M1 and the Mindscape Question
If you already own Velina with her weapon, Remiel, and a third anomaly, M1 Velina becomes an option. It adds an extra stun, more days, and a solid 20% all-attribute resistance ignore.
But pause before you spend. Patch 3.4 is heavily stacked with new limited characters, and 3.5 is rumored to include a collaboration banner. For free-to-play accounts, vertical mindscape investment beyond a W engine is rarely the right call on a single banner. Save the pulls.
Also note: Phoenix's own mindscapes are still subject to change and look uncommonly unstable at the moment. Expect reworks before treating any M-level target for her as settled.
Norma Rerun: Pick Her Only If You Need a Stunner
Norma's value depends entirely on what stunners you already own. If you have Colette or Lycaon (Diane), you can comfortably sit on the rerun. Roxy took heavy beta nerfs, and current DPS calcs show Norma roughly matching or slightly beating her anyway.
On a Claret team with Emerina signature, Norma posts about 542k DPS versus Roxy's 525k. On a Sigret team, Roxy edges out Norma 593k to 571k. The gap is negligible either way. Do not pull Roxy just for Claret or Sigret when Norma already covers the role.
The caution: Claret may eventually pair with Sunbringer in a double-armorer setup, and whether that team still needs a dedicated stunner is unknown. Pulling Norma exclusively for Claret right now is high-risk. Pulling Norma for Sigret, if you do not already own her, is a safer call — though she could also appear on a discount banner or selector later, the way Lycaon did.
If you do own Norma, her signature W engine is extremely strong. It boosts her impact, adds days, ignores fire resistance, and lifts team damage. Her M1 is a classic all-attribute resistance reduction with a 15-second duration you have to track. M2 adds stand damage multiplier, but do not jump from M0 to M2 on one banner unless you already plan to main her all year.
Svarian: Pull for Love, Not Meta
Svarian is the easiest skip on the 3.3 roster from a pure meta angle. If you already run established anomaly teams or Sigret, your existing options outclass him.
His intended teams run either Dialyne or Norma, paired with Sona or M1 Astra Yao. Norma variants sit around 408k DPS versus Dialyne's 487k — close enough that owning Dialyne means you do not need Norma for Svarian. Roxy on Svarian's team drops below 33k, so do not even consider her.
His signature W engine is a decent crit-rate stat stick with crit damage, attack, and 20% wind-resistance ignore. If Evelyn's W engine is already sitting in your inventory, that works as a substitute. Meta value is low, but if he is your favorite, pull with confidence.
Player Recommendations
Newer anomaly accounts: Velina first, Remiel second, then Phoenix only if you have no limited S anomaly DPS.
Arya owners: Skip Phoenix. The 12–13% DPS gain is not worth the investment when ether coverage is already strong.
Existing stunner owners: Chill on Norma. Two of Colette, Lycaon and Norma is enough until a new stunner drops.
Sigret players without Norma: The rerun is a safe, low-regret pull if you refuse to wait on a future discount banner.
Everyone: Hold pulls for 3.4 and the rumored 3.5 collaboration. Vertical mindscape jumps on 3.3 banners are a trap for F2P accounts.

Phoenix is not a must-pull in ZZZ 3.3. She is a conditional fire anomaly DPS whose value only shows up when your account lacks Velina, Remiel, or any limited S anomaly carry. For most established players, the smarter play is to finish Velina's W engine, skip Norma if you already have a stunner, ignore Svarian on meta grounds, and bank your pulls for 3.4 and beyond.
