Instead of learning any actual combat techniques, Nagan has been told to fish — and he's been at it without success.
Nag an spirals into a philosophical crisis, wondering if the fish are fishing him and if this is all part of some cryptic lesson. He suspects that catching a Jade Trout using Bulbari tails as bait may finally prove he's ready to learn something real.
"I know I seek not to fish anymore. Maybe if I get a big enough trout, Old Man Cho will finally teach me something."
Nagan enlists your help to find Bulbari tails, a rare bait he believes will change his fate. He instructs you to shake Juniper trees along the path to Pondskip Vale, where Bulbari creatures are known to burrow.
Step 2: Shake Juniper Trees and Collect 3 Rotroot Bulbari Tails
Proceed toward Pondskip Vale, staying alert for Juniper trees. These trees are distinguishable by their twisted, mossy appearance and light blue leaves. Approach the trees and interact with them to shake them, prompting Rotroot Bulbaris to drop from above.
The Bulbaris don't always drop tails, so you may need to shake several trees before acquiring all 3. Some trees may spawn hostile Bulbari mobs — be prepared to fight them if they appear. Each tree has a short cooldown after shaking, so if multiple players are completing the quest simultaneously, consider hopping between channels or moving further along the path.
Once you've collected 3 Rotroot Bulbari tails, you're ready for the next step.

If you're having trouble locating Juniper trees, look for clusters near water sources and slopes in upper Pondskip Vale.

You'll find Arawak, another disciple of Old Man Cho, sitting in clear agony from the relentless ambient noise. When you deliver the Bulbari tails and mention Nagan, Ahwak is skeptical at first:
"What, Bulbari tails? Why in the world does Nag an need Bulbari tails?"
Ahwak refuses to help Nagan fish and instead gets an idea to use the Bulbari tails as makeshift earplugs. This muffles the croaking of the Ploggles, allowing him to meditate in peace — though he admits he probably looks ridiculous doing so.
"Yes! I can't hear a thing! Thank you, thank you so much!"
Despite Ahwak's refusal to help with the fishing, you've technically completed your task. Your role was only to deliver the tails, not ensure Nagan actually catches a fish. With this, the quest concludes.
