How to find him:
Traverse the map diagonally, cutting straight through the middle.

Diablo Boss Fight
Diablo is the final challenge. For damage-over-time (DoT) builds, this fight can be tough because Diablo cleanses DoTs at 50% health. For example, a Penetrating Shot build may not be able to do it in one phase.
Phase 1:
Diablo always opens one portal here and one portal there on the first time around.
If you have enough damage, you can blast him down after the first set of portals.
Phase 2:
The other portals spawn: one down here, one down here, and one down here.
If you are a ranged build, you can even pre-fire at the portals before they fully spawn.

You cannot have multiple copies of the same Splinter. So when you get one, go farm the other two immediately. Otherwise, you might get another one and be unable to pick it up—a very sad story, because some Splinters can take hours to farm.
Drop rates and time investment:
The longest dry streak reported is around 130 Mephisto kills without a Splinter.
Sometimes you get lucky on the first try. That is just RNG.
On average, expect about 30 runs per boss to get the Splinter.
