After a lengthy Early Access period, Path of Exile 2 is approaching its most important milestone yet: the full 1.0 launch. While Grinding Gear Games has made numerous balance changes throughout Early Access, POE 2 Currency, several fundamental progression issues remain.

One of the biggest concerns is the distribution of character power. Too much power can come from gear, while the passive skill tree and Ascendancy choices sometimes feel less impactful than they should. This creates major differences between characters using the same build, simply because one player has access to better equipment.

For the full launch, this could become even more important. A free-to-play release will bring many new players into PoE 2, making the early progression experience and long-term balance particularly important.


Skill-Level Modifiers Are Still a Major Problem

One of the biggest sources of gear power is skill-level modifiers. Increasing the level of an active skill can provide an enormous damage boost, sometimes making a single modifier on a weapon more valuable than several other stats combined.

GGG has already made some changes. Martial two-handed weapons no longer naturally reach the previous maximum skill-level values, while one-handed weapons have also received reductions. Quivers have seen projectile skill-level scaling reduced, and skill-level modifiers on martial weapons now appear later during progression.

These changes have helped reduce some of the extreme power spikes during the campaign. However, the overall problem remains because other equipment slots have gained additional ways to increase skill levels.

New crafting options and specialized items can provide skill levels on jewelry, gloves, amulets, and other equipment. As a result, although some existing modifiers were nerfed, the overall ecosystem of skill-level scaling has continued to expand.


Too Much Gear Power Creates Huge Build Variance

The biggest consequence of excessive gear scaling is power variance.

Two players can use the same class, passive tree, skills, and level but experience completely different levels of power. One player may find a weapon with an important skill-level modifier, while another player struggles with a weapon that appears to have better traditional stats but produces significantly less damage.

This becomes particularly noticeable during the campaign.

A player might find a new weapon that looks like an obvious upgrade, only to discover that their old weapon is still stronger because it provides additional skill levels. That can make gear progression feel confusing and overly dependent on RNG.

At the extreme end, highly optimized characters can destroy bosses almost instantly, while weaker versions of the same build may spend significantly longer fighting the exact same encounters.

For PoE 2 1.0, reducing this gap could make progression feel more consistent without removing the excitement of finding powerful loot.

Unique Items Still Struggle Against Rare Gear

Another major issue is the relationship between Unique items and crafted Rare items.

Many Unique items simply cannot compete with high-end Rare equipment because they lack critical stats. This is especially noticeable with Unique weapons. If a Rare weapon provides powerful skill-level scaling and strong offensive modifiers, a Unique weapon needs an extremely compelling mechanic to justify sacrificing that raw power.

Some newer endgame Uniques have taken a different approach. Instead of attempting to compete with Rare items universally, they are designed around specific builds and mechanics.

This can create interesting build opportunities, but it also means many Unique items have extremely limited use cases.

Older Uniques could therefore benefit from substantial buffs or complete redesigns. Rune crafting has helped some items, but it has not completely solved the underlying problem.


The Passive Skill Tree Needs More Exciting Choices

The PoE 2 passive skill tree is another area that could benefit from a major redesign.

Jewel sockets have become incredibly valuable, and many powerful builds naturally path toward as many sockets as possible. Strong Unique Jewels can provide enormous amounts of power, sometimes equivalent to several passive points.

This creates a problem: instead of choosing between interesting passive nodes, players can feel encouraged to simply find the most efficient route toward their next jewel socket.

Powerful jewels themselves are not necessarily bad. They can provide exciting customization and create unique build opportunities. The problem is the difference in power between these jewels and many ordinary passive nodes.

The passive tree would benefit from more nodes that feel genuinely rewarding to take, particularly defensive and specialized options during early progression.


Powerful Jewels Could Reduce Build Diversity

Unique Jewels such as Voices, Megalomaniac, Prism of Belief, and other high-end options can become extremely desirable because they provide large amounts of power.

This creates another form of optimization pressure.

Instead of asking, "Which passive nodes best fit my build?" players may increasingly ask, "How quickly can I reach another jewel socket?"

That can make the passive tree feel less like a character customization system and more like an efficiency puzzle.

For the 1.0 launch, balancing jewel power against ordinary passive nodes could make the tree more interesting while giving players more meaningful choices during character progression.

Ascendancies Could Become More Specialized

Ascendancy design is another area where PoE 2 appears to be moving in an interesting direction.

More recent Ascendancies have leaned toward specialized archetypes rather than completely generic bonuses. This approach can make certain classes extremely powerful when building around their intended mechanics.

There is still room for generic Ascendancies, but they are naturally harder to balance because they interact with a much larger portion of the game.

More specialized Ascendancies could therefore provide stronger identities while giving players meaningful reasons to experiment with different archetypes.


What Should Change Before PoE 2 1.0?

The biggest priority should be establishing a stronger baseline for character power.

Skill-level modifiers could be restricted or pushed further into endgame progression. This would reduce the power gap between characters while preserving extreme scaling as a long-term chase.

Unique items also need more attention. Many older Uniques could receive significant buffs or reworks, while newer niche Uniques could continue providing alternative build-defining mechanics.

Finally, the passive skill tree needs more attractive choices. Defensive nodes, specialized mechanics, and ordinary Rare Jewels should all feel competitive with simply stacking the most efficient jewel sockets.


Why PoE 2's Full Launch Matters

The 1.0 release represents a major opportunity to establish the foundation for the future of Path of Exile 2.

Early Access players have already adapted to the current systems, but a free-to-play launch will introduce the game to a much larger audience. If skill-level scaling, gear dependence, Unique item design, and passive-tree balance remain unresolved, cheap Path of Exile 2 Currency, those systems could become much harder to change later.

PoE 2 has already evolved significantly throughout Early Access. The next major update therefore does more than introduce new content—it can determine how players understand progression, builds, loot, and power for years to come.

The biggest question for launch is simple: can GGG create a stronger baseline character experience while still preserving the deep itemization and customization that make Path of Exile 2 compelling?
